Recently, the PM of Canada, Justin Trudeau, lamented the challenges of rapid population growth in the last two years. According to him, the development has led to bad actors like fake colleges exploiting the immigration system. Big chain corporations are also using it for their interests. This development threatens Canada’s immigration policy, which aims to build a welcoming society where everyone can thrive. Canada is responding to new issues like a housing shortage and pressure on public services. The government is looking to ensure the economy grows sustainably for the future.

Immigration remains vital since it is responsible for almost all the workforce growth in Canada. However, given these new challenges, Canada has launched an updated Immigration Levels Plan. This plan focuses on better balancing temporary and permanent residency (PR) programs to suit the country’s changing needs.

So, what does this mean if you want to move to Canada? It might mean new pathways and considerations, especially for those applying through Express Entry or other PR options.

Temporary Resident Programs: The immigration Policy aims at a Shift Towards Balance and Sustainability

In recent years, temporary resident programs have surged. Over 60% of new arrivals enter as international students, temporary foreign workers, or through humanitarian channels. This influx of temporary residents supported the economy during the pandemic. However, rapid growth in this area has led to increased demand for housing and local services.

To address these concerns, the Canadian government has introduced the following measures:

Cap on International Students and Controls on Study Permits: Canada has implemented an immigration policy that tightens control on study permits. Graduates, therefore, need provincial attestation letters and work permits are limited. The policy has already decreased international student entries by 43% compared to last year. It has also eased housing pressures in cities like Toronto and Vancouver.

Temporary Foreign Worker Program Adjustments: Companies hiring low-wage foreign workers now face reinstated restrictions and controls, a return to pre-pandemic standards. The program fills only essential roles needing temporary foreign workers for sustainable growth.

Lower Temporary Resident Volumes: Canada aims to reduce the temporary population to 5% of the national total by 2026, with a steady decrease projected in the coming years. It aligns with prioritizing sustainable population growth and reducing strains on local communities and services.

Permanent Resident Programs: Prioritising Economic Needs Through Express Entry and In-Canada Applicants

With an aging population and ongoing labour shortages, critical sectors of Canada’s immigration policy remain committed. It focuses on welcoming skilled immigrants who can support economic growth. However, recognizing current housing and service challenges, the government has recalibrated its PR targets to match economic demand.

Express Entry and Economic Immigration Streams

Express Entry remains the core pathway for skilled workers seeking PR, but with critical new changes:

Reduced Overall PR Targets: Canada is reducing its PR intake targets from 500,000 to 395,000 in 2025 and 365,000 by 2027. This reduction might relieve pressure on housing by reducing the overall need for an estimated 670,000 additional housing units.

Priority for Temporary Residents Already in Canada: Over 40% of PR spots will go to temporary residents, such as international students and temporary workers. This strategy promotes a smoother transition for individuals already integrated into Canadian society and the workforce.

Focus on Specific Labour Gaps: Adjustments in economic immigration streams—such as the Canadian Experience Class and Provincial Nominee Programs—will favor applicants with skills in high-demand areas like health care, construction trades, and technology, directly addressing labor shortages in these critical sectors.

Conclusion

In summary, Canada’s immigration policy prioritizes the balance between welcoming newcomers and addressing social and economic needs. The emphasis on reducing temporary resident volumes and adjusting PR targets reflects a commitment to managing population growth.

While these changes may limit the number of new entrants, they ensure that the immigration system maintains its integrity and offers quality opportunities for those who make Canada their home. For Express Entry applicants, these adjustments mean a more targeted, strategic approach, especially favouring individuals with skills suited to Canada’s immediate economic needs.

Canada has a long and proud history of welcoming immigrants worldwide. They come to work, study, or live. The federal government took steps in response to labor shortages and the aftershocks of the pandemic. It aimed to meet the urgent needs of businesses and supported the country’s economic recovery by strengthening its temporary residence programs. However, in response to growing pressures on its immigration system, Canada is making significant adjustments to its temporary residence programs.

Reduction in International Student Intake

In the words of Marc Miller, the Federal Government’s Immigration Minister, “In advance of our annual levels plan, I am announcing some new measures today to strengthen our temporary resident programs, to further align our immigration system to the realities facing our country, and to ensure the sustainability of our immigration system. First, we will reduce the target on study permits issued by 10% in 2025 and 2026 compared to 2024. This means we aim to issue up to 437,000 study permits in 2025 and 2026, representing a 36% decrease from 2023.

Second, we will exempt fewer students from the cap. This means that starting in 2025, master’s and doctoral students, among others, will be counted as part of the cap. As we have now included temporary residents in our planning levels, in the future, we will have an annual target for international students. Simply put, the international student cap is here to stay.

This policy shift shows Canada’s effort to manage its international student numbers while maintaining a sustainable immigration system. Although it may pose challenges for students and schools, it underscores the importance of better planning. Moreover, it highlights the need for adaptation as the global student cap becomes permanent. Consequently, all stakeholders will need to adjust to these evolving regulations. From now on, temporary residence for international students will become more competitive, making early applications and strategic planning crucial.

This change highlights the broader effort to regulate temporary residence permits. The government aims to balance economic benefits with the strain on resources like housing and public services. Students seeking their spot in Canada’s education system must adapt to these new realities. They need to meet the evolving criteria and timelines. The government sets these adjustments to address growing demands.

Stricter Eligibility for Work Permits

Another key change is the introduction of stricter eligibility requirements for work permits. These new criteria will create a more selective process for temporary residents and workers, aligning the system with Canada’s economic needs and ensuring that the population growth is managed responsibly.

Strengthening Immigration System Integrity

In a recent post on X (formerly Twitter) by Immigration, Refugees and Citizenship Canada (IRCC), the agency emphasized the importance of maintaining the integrity of Canada’s immigration system. According to the statement, these measures are necessary to protect vulnerable people and address the country’s evolving needs.

Enhanced Fraud Detection and Asylum Measures

The government introduced enhanced fraud detection measures and partial visa requirements for Mexican nationals, aiming to strengthen the integrity of the asylum system. These changes reflect a broader effort to uphold a responsible and transparent immigration system that must adapt to the country’s evolving humanitarian and economic demands.

Applicants for temporary residence, including workers, students, and visitors, will face stricter scrutiny. The goal is to ensure their intentions align with the visa they seek. Enhanced fraud detection prevents misuse of the temporary residence system.

Only those who genuinely qualify for temporary status in Canada will receive approval. By reinforcing these policies, the government seeks to protect the integrity of its temporary residence and asylum processes. This balances the need for foreign workers and students with the country’s commitment to responsible immigration management

Frequently Asked Questions

Q: What are the changes to temporary residents in Canada?

The Canadian government plans to reduce the proportion of temporary residents from 6.5% to 5% by 2026. As a result, Canada will allow fewer temporary residents, such as international students and temporary foreign workers. This reduction aims to create a more balanced immigration system. Furthermore, authorities will carefully regulate temporary residences to manage population growth. By doing so, they hope to allocate resources more effectively.

Q: Will there be fewer study permits issued in 2025 and 2026?

A: Yes, the government will reduce the number of study permits to 437,000 in 2025. This change reflects the government’s effort to manage the intake of temporary residence applicants more efficiently, particularly in the international student category. The number of permits should stabilize in 2026 as the system adapts to the new regulations.

Q: Are there any Post-Graduation Work Permit (PGWP) program changes?

A: Yes, applicants for the PGWP program must now demonstrate a minimum level of language proficiency in English or French. This change reflects the government’s broader strategy to raise the quality and accountability of temporary residence holders, ensuring those who stay in Canada have the necessary language skills to integrate successfully into the workforce.

Q: Are there any changes to work permit eligibility for spouses of master’s students and foreign workers in specific sectors?

A: Yes, the government plans to introduce new limitations on work permit eligibility for spouses of master’s students and foreign workers in specific sectors later this year. These changes aim to refine temporary residence policies, ensuring work permits align with industries that need labor while avoiding over-reliance on temporary foreign workers in other areas.

Q: How is the government addressing the asylum system?

A: In Budget 2024, the government committed $743.5 million over five years to support the stability and integrity of the asylum system. This funding will improve processing times, enhance fraud detection, and provide better support to asylum seekers. These measures strengthen the overall immigration framework, including temporary residence, by ensuring that both asylum and temporary visa processes remain robust and transparent.

Did you know that the University of Prince Edward Island (UPEI) is one of the most affordable schools in the province? Also, UPEI provides several scholarship opportunities to help students finance their education.

Immigration Pathways in PEI

PEI Provincial immigration pathways depend on federal immigration allocations, application volumes, and provincial labour market needs. Immigration in PEI prioritizes skilled workers in high-demand industries such as health care, trade, childcare, and other essential industries. Individuals working in the sales and service sector may not receive an invitation to apply now.
An Expression of Interest is not an application but an indication of your interest in being considered to apply to the PEI PNP.
The PEI Provincial Nominee Program (PEI PNP), a Provincial Nominee Program (PNP), is a collection of immigration pathways that target immigrants with business knowledge, skilled workers, and young graduates fresh from post-secondary education, including international students.

Through the PEI PNP, prospective newcomers may receive a provincial nomination through one of its many immigration streams, speeding up their path to permanent residency in Canada. The province operates several immigration streams divided into three categories:

PEI Express Entry

PEI Labour Impact

PEI Business Impact

PEI Express Entry

Applicants in the federal Express Entry pool who wish to live and work in Prince Edward Island may be eligible for PEI Express Entry. Only eligible candidates with skills and experience matching the current labour needs of the province will qualify for Express Entry PNP.

Labour Impact

PEI’s Labour Impact streams offer a faster path to permanent residency for foreign workers and recent graduates hired by a PEI employer. This program targets skilled workers who can contribute to the local economy and fill labour market gaps. Applying through these streams means a streamlined process and potential permanent residency in Canada faster than other immigration programs.

Business Impact

Entrepreneurs interested in establishing or investing in a business in PEI can apply for the Business Impact stream of the PEI PNP. The PNP can lead to permanent residency in Canada. Investing in a PEI business can also provide a faster transition via a work permit.

Becoming a Permanent Resident in Canada through the PEI International Graduate Stream

PEI graduates working in the province can apply for Canadian permanent residency via the PEI PNP International Graduate stream, part of the Labour Impact category.

Eligibility Criteria

How Long is a PGWP?

In 2008, Canada created a Postgraduate Work Permit (PGWP) program to help international graduates stay in the country after studying. Before then, the permits they got were strict on how long they could stay and where they could work. PGWP changed that, letting graduates stick around for up to three years without needing a job right away. For international students, the Postgraduate Work Permit Program makes Canada an even more attractive destination. Since the early 2000s, the government has developed specific programs, such as the PGWP, to encourage international students to transition to permanent residency status immediately following graduation. It was possible to transition to worker status after finding a job, but the process was not regulated. This article will provide insights into the PGWP application process to help you understand the program and the associated rules and policies.

What is a Postgraduate Work Permit?

The PGWP is an open work permit that allows international students from Canadian DLI to work for any employer after study. With PGWP, you can gain relevant skilled Canadian work experience in NOC skill type 0, A or B. As a recent graduate, you benefit from this experience by qualifying for the Canadian Experience Class (CEC) in Express Entry.

Key facts international students should know about PGWP

Postgraduate work permit allows international students to gain work experience in Canada, which is crucial for future immigration applications.

To qualify for PGWP, you must have been a full-time student throughout your program.

You cannot renew PGWP, but extensions may be possible under certain circumstances.

You can maintain legal status while awaiting the PGWP extension decision.

Some graduates can work full-time while waiting for their PGWP application to be processed, even if they leave and re-enter Canada.

Study permits become invalid 90 days after the end of the study program, so apply for PGWP within 180 days of program completion.

If your study permit expires before applying for a Postgraduate work permit, you can leave Canada and apply from your home country or submit an application from within Canada.

Spouses/partners of PGWP holders may be eligible for a work permit under certain conditions.

Study permits become invalid 90 days after the end of the study program, so it is essential to apply for PGWP within 180 days of program completion.

– IRCC

Postgraduate Work Permit Canada New Rules

On 22nd January 2024, IRCC announced that international students pursuing a study program in a public-private partnership (PPP) institution as part of a curriculum licensing agreement will not be eligible for PGWPs after graduation. For Masters graduates and graduates from short graduate-level programs, work permits will now be three (3) years maximum. The PGWP cap on PPP institutions will reduce the number of international student applications by 35% overall.

Who Can Apply for a Postgraduate Work Permit

If you recently graduated from a full-time program at a designated Canadian learning institution that awards degrees, diplomas, or certificates (DLI).

Important update for students considering public-private partnerships! From 1st September 2024, enrolling at one of these institutions will not qualify you for a Postgraduate work permit after graduation. But if you are already a student in a program before that date, you can still apply for a PGWP after you graduate.

How to Apply

You can apply for a Postgraduate work permit from inside Canada if eligible. You have up to 180 days after graduation to apply for a PGWP. When you apply, you must confirm the following:

that you attended and completed your program

the name of your program

the length of your program

You can confirm these by submitting any of the following:

your degree or diploma

your transcript or

an official letter from your school

If your status expires while waiting for your marks: If your study permit will expire before you get your marks, you have two (2) options. You can either

apply for a visitor record to stay in Canada longer or

leave Canada and apply for your Postgraduate work permit

If you stay in Canada and let your permit expire, you must apply to restore your status as a student before applying for your PGWP. To restore your status, you must pay additional fees.

IRCC

How much does a postgraduate work permit cost?

The fee for a post-graduation work permit is CDN$155; however, you must also pay the CDN$100.00 Open Work Permit Holder fee.

Get your documents

Before you can apply for a Postgraduate work permit, you need one of the following to prove you have completed your studies:

a degree or diploma

an official letter from your school

an official transcript or a copy of your transcript from your school’s website

How you can apply for a Postgraduate Work Permit depends on where you apply. In most cases, you must apply online.

How Long is a PGWP?

Permit length depends on the study program, except for Master’s degree graduates. A written confirmation of program length from the eligible DLI is required.

Remember, a PGWP cannot extend past your passport expiry date. So, ensure your passport is valid for the PGWP duration before applying.

Can I Bring My Spouse or Common-Law Partner?

Spouses and common-law partners may accompany international students and may be eligible for a study permit or a visitor visa. However, in most cases, they will not be eligible to work full-time in Canada. Partners and spouses of students in graduate (Master’s and doctorate) and professional degree-granting programs are eligible for an open work permit. Unfortunately, as of 2024, spouses and common-law partners of students in other levels of studies are no longer eligible for an open work permit.

Conclusion

As an international student, your future is open to many opportunities, and a Postgraduate Work Permit can be a great way to get Canadian work experience. With recent updates, like longer work permit extensions and changes in eligibility for spouses/partners, it is essential to keep up-to-date and seize these chances.
