More Provinces can now issue Provincial Attestation Letter

All Canadian provinces have now distributed their allocation of study permit applications for 2024 and are issuing provincial attestation letters (PALs). Those affected students can now resume study permit processing across all provinces.  IRCC announced plans to allocate around 606,000 study permit applications across all provinces and territories. The goal is to grant approximately 360,000 new study permits to commencing students in 2024 (excluding those enrolled in K-12 or masters/doctoral programmes). Based on provincial disclosures thus far, the following allocations are in place for new study permit applications in 2024.

Provincial allocations and PAL status in Quebec

With few exemptions, all Quebec-bound study permit applicants must submit an attestation of issuance of a Quebec Acceptance Certificate (CAQ) from the Ministère de l’Immigration de la Francisation et de l’Intégration (MIFI) when applying for a study permit. The attestation of issuance of a CAQ may be issued for a maximum validity of 49 months by the length of the program of study. On March 15, 2023, the MIFI stopped issuing paper Quebec Acceptance Certificates (CAQ) to students accepted for temporary selection for studies. MIFI now issues an attestation of issuance of a CAQ (letter 715) to English-speaking students and an attestation of issuance of a CAQ (letter 315) to French-speaking students, replacing the confirmation letter.

While not much information is currently available regarding receiving a PAL in Quebec, IRCC has confirmed that a Certificat d’Acceptation du Quebec (CAQ) can function as a PAL if the document contains the following line: This attestation letter confirms that the applicant has a place in Quebec share of the distribution of study permit applications or is exempt from it. A CAQ is a document by the Quebec provincial government to certify that an applicant has met the admission requirement. International students must submit a CAQ (in addition to a Letter of acceptance) as part of their application for a study permit.

Provincial allocations status in Ontario

The Ontario government announced a new plan for allocating study permits. The key takeaway is that public colleges and universities will receive 96% of Ontario study permit applications. What this means is that fewer spots are available for private institutions. Provincial Attestation Letters status in British Columbia

British Columbia (B.C.) has 83,000 study permits under their provincial allocation from the federal study cap. The province says that 53% of PALs will be for public post-secondary institutions, and the remaining 47% will go to private institutions. Under the B.C. system, DLIs will issue PALs to international students with LOAs. Students may then use both these documents to apply for their study permit.

Provincial Attestation Letters status in Alberta

Alberta has announced 41,000 study permit allocations and has begun to issue PALs through DLIs. Under the Alberta system, students will first receive LOAs, and (once they have committed to attending that specific school) DLIs will then request PALs on behalf of the students to the Alberta provincial government. Once issued, students will use the PAL and LOA to apply for their study permit. 

Provincial allocations and PAL status in Manitoba

Manitoba launched its PAL system on March 4. However, there is not much information from the provincial government. As with other provincial systems, students must inquire with their chosen DLI about the specific process of receiving a PAL from the government. Provincial allocations and PAL status in Saskatchewan

As of March 13, Saskatchewan has launched its PAL system. Students should inquire with their selected DLI to find out how to apply for a PAL in Saskatchewan. Saskatchewan has approximately 12,000 PALs to distribute to future international students in 2024. The province also started issuing provincial attestation letters to eligible post-secondary institutions on March 13, 2024. 

Provincial allocations and PAL status in New Brunswick

New Brunswick started its PAL program on March 18. To find out how to obtain a PAL, students should contact their DLIs. Some schools in N.B. currently require international students to pay a deposit fee of up to $4,000 or $8,000 after receiving an LOA. After receiving this deposit, schools will apply for a PAL on behalf of the student. 

PAL system in Newfoundland and Labrador

As of March 19, Newfoundland and Labrador have started issuing PALs through their system. Students must inquire with their chosen school in the province about how to receive a PAL.

Who requires a PAL?

To apply for a study permit, you must submit a Provincial Attestation Letter (PAL), except for Masters and Ph.D. Failure to do so will result in the rejection of the application. Canada issued nearly 600,000 study permits in 2023. In recent times, Canada has witnessed significant changes to its immigration policies, particularly those concerning international students. Spearheaded by Marc Miller, Immigration and Refugee Citizenship Canada on January 22nd 2024, has implemented three principal measures that have sparked fears, anxieties, and uncertainties among students, especially those from Nigeria. We will delve into these updates and shed light on how they may impact Nigerian students. Read more here.

Before delving into the specifics of the changes, it is crucial to acknowledge that Canada’s commitment to providing quality education is at the core of these policy adjustments. The surge in student numbers and their spouses has strained social amenities, leading to increased housing costs and challenges in delivering quality education. These changes are not racially motivated but are a response to the misuse of educational institutions to generate income.

As of February 3rd 2024, here is what we know about the Policy Changes in Canada Study Permit:

1. Cap on Study Permits:

   – A temporary two-year cap on new study permits has been introduced, a 35% decrease in approved study permits in 2024.

   – Canada will issue an average of 360,000 study permits, a reduction from the over 900,000 approved visas in 2023.

   – The study permit applications for 2024 will be allocated to provinces and territories based on a national volume cap, while provinces like Ontario, British Columbia, and Nova Scotia have more significant reductions.

   – Exemptions include students in master’s and Ph.D. programs, elementary and secondary school levels, and applicants extending their study permits within Canada.

2. Requirement of Attestation Letter for Study Permit Application:

   – Effective January 22nd 2024, applicants must provide a provincial attestation letter with their study permit application. Students without this letter would not be eligible for study permits.

   – Exemptions include students in master’s and Ph.D. programs, elementary and secondary school levels, and applicants extending their studies within Canada.

   – Provinces to establish procedures for sending these letters by March 31st 2024.

3. Changes in Post-Graduate Work Permit (PGWP) and Open Work Permit for Spouses:

   – Starting September 1st 2024, PGWP will no longer be available to international students in programs delivered via public-private partnerships.

   – Graduates from colleges partnering with private companies will no longer qualify for PGWP.

   – Open work permits will only be available to spouses of students in master’s, doctoral, and professional programs like Medicine and Law.

   – Post-study work rights for graduate students will be expanded, allowing graduates to apply for a three-year work permit. In other words, if your program lasts two years, you may be eligible for a three-year PGWP.

Other Changes that affect study visa application in 2024

1. Increased Work Hours For Students:

Historically, international students faced restrictions, with a maximum of 20 working hours per week during regular school semesters and 40 hours per week during breaks such as summer vacation. As a temporary solution introduced in the fall of 2022, international students worked unlimited hours while classes were in session, initially scheduled to conclude in December 2023.

Encouraging news for students emerges as the extension of the increased work hours measure is now in effect until April 30th, 2024, offering more opportunities for earning income and gaining valuable work experience in Canada. Although there is speculation about permanently increasing the weekly working hours limit, there is no official announcement yet.

2. Increased Financial Requirements:

As part of the study permit application, international students must demonstrate financial support to cover living expenses in Canada during their studies. Previously, the minimum proof of financial support required (in addition to travel and tuition costs) was C$10,000 per year.

Due to Canada’s increasing cost of living, the minimum financial support requirement is C$20,635. Starting January 1st, 2024, all new study permit applications must meet these updated financial proof requirements.

Nigerian students must remain updated and adapt to the ever-changing landscape. Considering alternative provinces and understanding the attestation letter requirements are crucial to achieving this. Hopefully, updates and structures will be in place to streamline application processes and ensure a smoother transition for international students despite potential challenges. There are many possible reasons why one’s study visa is denied. If these reasons are not identified and corrected immediately, they could be the reason why your next application may also be denied. 

We have highlighted some of the recurrent reasons why many students’ Visa application gets denied. Future applicants and reapplying students should take note of these points.

Choice of Study Program

If your proposed study program is not in line with your previous studies, this will raise a red flag in your application. Your qualifications or your work experience must tally with the study program indicated in your application. The consul wants to see a correlation between your educational background or career line and your proposed study program.

Country of Origin

As a student looking to study abroad, your country of origin is a very important factor. Nationality stands as a crucial factor in the acceptance or denial of your study visa application. Those from politically stable and economically developed countries stand a better chance of getting their study visa approved. Whereas, students from underdeveloped countries do not have much of an upper hand in this.

Relatives in the country you are applying to

This has been of major concern to many students seeking to study abroad. Some applicants get denied based on family ties they do not know of. A relative’s mode of entry, stay or personal record in the country can influence the decision to strike out one’s application. It could also be a reason for your study visa to be granted. Moreover, failure to disclose ties (relatives) in the country will automatically be seen as material misrepresentation. This stands as a good ground for disqualification.

Documentation

This is very common in situations of false academic qualifications, missing qualifications due to university oversight, or the applicant’s carelessness. This could happen when a consul decides to look into an applicant’s qualifications. As a result, doubts may arise if anything suspicious comes to light. Documentation could also be a problem when the documents provided do not meet Visa qualifications. Applicants who fail to provide required documents for the application or present fake documents will be denied. When applicants’ claims do not tally with presented evidence, their study visa may be denied.

Proof of funds

Applicants should be able to provide evidence of their ability to pay for their first-year fees. In processing your visa application, you must prove your ability to cover your living costs. Presenting friends or an extended relative as your sponsor can raise a red flag. So also, presenting an account with money that was transferred a few days before applying. Falsified proof of funds or bank statements leads to automatic disqualification.

Suspicious source of funds

The Source of funds can be seen as suspicious when one’s sponsor has affiliations with people of questionable character or a questionable source of income. This is mostly the case if it is a business partner who may be providing the money for the sponsorship. As a result, one’s study visa application may be denied.

Applicant’s social media 

If an applicant’s social media portrays illicit behaviors, drug use, or ‘night-life’ common among younger generations, the consul may question the intentions and seriousness of the applicant and may be forced to disregard their application based on these factors. As a result, applicants are advised to stay clear of anything that goes against the norms of the country you are applying to.

There has been an overabundance of student visa rejections in Canada due to an increase in Canada Student Visa applications. Approximately 30% of student visa applications for Canada are rejected each year, according to Citizenship and Immigration Canada (CIC).
