If you’re planning to study in Canada, you may have heard that you need a PAL for Canada before you can submit your study permit application. In most cases, that is correct. However, not every international student needs one.

Since January 1, 2026, students entering eligible master’s and doctoral degree programs at public Canadian designated learning institutions (DLIs) are exempt from the PAL/TAL requirement. For other students, getting the PAL/TAL is an important step between receiving your admission and submitting your study permit application.

What Is a PAL for Canada?

A Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) is a document confirming that a province or territory has allocated a space for you within its international student study permit allocation.

Your school normally helps you obtain the PAL/TAL after you accept your offer. In most cases, you will need to accept your offer and pay some or all of your tuition before the school can issue it.

You then submit the PAL/TAL with your study permit application.

The master’s and doctoral exemption is particularly important for 2026. It applies to eligible degree-granting graduate programs at public DLIs, starting January 1, 2026.

That does not mean every postgraduate program is exempt. A graduate certificate or postgraduate diploma is not automatically treated as an exempt master’s or doctoral degree program.

If you’re unsure, check your exact program and institution rather than assuming that the exemption applies.

How Do You Get a PAL for Canada?

For students who need one, the process usually starts with your Canadian school.

The general process is:

1. Apply to a Canadian DLI and receive your letter of acceptance (LOA).
2. Accept your admission offer.
3. Follow your school’s instructions for obtaining the PAL/TAL.
4. Pay the required tuition amount if your school requires this before issuing the PAL/TAL.
5. Receive your PAL/TAL.
6. Include the valid PAL/TAL with your study permit application.

IRCC says that in most cases, students need to accept their offer and pay tuition to obtain their PAL/TAL.

The exact process can vary by province and institution, so your DLI is the best source for instructions on how your PAL will be issued.

Do Nigerian Students Need a PAL for Canada?

Yes, Nigerian students generally need a PAL/TAL if their chosen program requires one.

There is no general PAL exemption simply because you are applying from Nigeria.

For example, a Nigerian student applying for an eligible undergraduate or college program will generally need to obtain the required provincial or territorial attestation before submitting their study permit application.

A Nigerian student entering an eligible master’s or doctoral degree program at a public DLI in 2026, however, may be exempt from the PAL/TAL requirement.

This is why your program level, institution and province matter when determining whether you need a PAL.

How Long Is a PAL Valid?

For the 2026 study permit cap year, a PAL/TAL issued between January 1 and December 31, 2026 is generally valid until December 31, 2026, unless the letter has an earlier expiry date.

Your PAL/TAL must be valid when you submit your study permit application. It does not necessarily have to remain valid until your program starts.

What Happens If You Change Schools?

If you change schools, you may need a new PAL/TAL.

Since January 22, 2025, students changing their DLI generally need to obtain a new PAL/TAL before submitting the relevant study permit application, unless they qualify for an exemption.

You may also need a new PAL/TAL if you change your level of study.

If your previous study permit application was approved or refused and you are applying again, IRCC says you must obtain a new PAL/TAL before submitting the new application.

Does a PAL Guarantee Your Study Permit?

No. A PAL only addresses the provincial or territorial attestation requirement. It does not mean your study permit application will be approved automatically.

You still need to meet the other study permit requirements, including demonstrating that the appropriate DLI has accepted you, having sufficient financial support and meeting Canada’s admissibility requirements. Your PAL is one part of your application, not a guarantee of approval.
